Swann Lake sits on the south side of Lighthouse Road (Route 54) in Baltimore Hundred, east of Selbyville, against the Maryland line.
What is planned: 352 homes, 161 single-family and 191 multi-family, capped at 352 by a condition of approval.
The land: 183.19 acres. 114 acres, 62 percent, stay open space, including 35 acres of preserved woods.
Where it sits: frontage on Lighthouse Road, Dickerson Road and W. Line Road. Chicken Farm Road runs alongside it and must stay open by condition.
The old name: every county record for this community, the rezoning, the conditions and the sewer file, is filed under Crosswinds Landing, not Swann Lake.
No homes are for sale yet. Call us at 302-549-5164 and we will tell you the day that changes.
About the Homes
No home builder has been named in the county record we read, so there are no floor plans or prices to show yet.
Home types: the county record sets 161 single-family homes and 191 multi-family homes.
Builder: not named yet. The applicant of record is Crosswinds Landing, LLC, the land company, not a home builder.
Utilities: central water and central sewer are conditions of approval. The sewer district boundary change to serve the property was still in progress on the county's own record.
When a builder releases plans and prices, we will put them on this page.
About the Amenities
The approved plan names its amenities, which is more specific than most early plans.
On the plan: a clubhouse, a pool, a tot lot, bocce courts and a beach area.
Open space: 62 percent of the land, including 35 acres of preserved woods.
Sidewalks: required on both sides of the interior streets. Many recent Sussex approvals require only one side.
Amenities on a plan are not open amenities. We will tell you what is built before you commit.
Why the Old Name Matters
Swann Lake was approved as Crosswinds Landing, and that is where the public record lives.
The rezoning: Sussex County Council approved the rezoning from AR-1 to AR-1-RPC on February 3, 2026, 4 to 1, file C/Z 2021, Ordinance No. 4039. The one no vote was on whether the roads can safely carry the traffic.
The site plan: on September 16, 2026 the Planning and Zoning Commission approved the revised preliminary site plan and landscape plan as a preliminary only, 4 to 0 with one abstention. Final approval goes to county staff once state agency approvals arrive.
A fee to know about: the conditions of approval include a 100 dollar annual fire company fee for every home. That is separate from any HOA fee.
Construction hours: capped by condition at 8:00am to 6:00pm Monday to Friday and 8:00am to 2:00pm Saturday.

About the Taxes
Read this first: Active Adults Realty is not a tax, legal or financial advisor and nothing below is advice. Confirm every figure with your own tax professional and with Sussex County before you rely on it.
The state picture: Delaware has no state sales tax, no estate tax and no inheritance tax, and Social Security is not taxed.
The local picture: Swann Lake was approved by Sussex County and sits outside any town limits, so the property tax bill is county and school tax with no town tax on top. Sussex County reassessed every property recently, so older tax figures may not reflect what you will pay.
New homes: a new home is assessed once it is finished, so the first tax bill may cover only the land.
Call 302-549-5164 and we will pull the recorded figures once homes are on the tax rolls.
