A 352 Unit Rental Proposal on Route 54

Campbell Property went before the State of Delaware's Preliminary Land Use Service, called PLUS, on July 1, 2026, as application 2026-06-09.
What is proposed: 352 age restricted rental units, a 5,180 square foot restaurant and a 5,000 square foot fitness center, on 23.1 acres.
Where: the southwest side of Lighthouse Road (Route 54), west of Fenwick Island, tax parcel 533-19.00-27.00.
What PLUS is: a state review of a plan before it goes to the county. It is not an approval.
County status: the county's own PLUS comments say a conditional use is expected for multifamily homes on the part of the land zoned AR-1. It had not appeared on a Planning and Zoning agenda through October 14, 2026.
Nothing is for rent or for sale. Call us at 302-549-5164 and we will tell you when that changes.

About the Homes

The developer named in the state application is Ocean Atlantic Companies.
Home type: multifamily buildings of five or more units each, all rentals.
Age restriction: the application lists the rentals as age restricted. The age limit is not stated in the state record.
For sale: none. The application lists no homes for ownership.
Plans and rents: none released.
When floor plans and rents are released, we will put them on this page.

About the Amenities

The amenities below are proposed in the state application. None is approved.
Restaurant: 5,180 square feet, attached to the community.
Fitness center: 5,000 square feet.
Pool and clubhouse: listed in the application's open space section, with about 15.44 acres of open space proposed in all.
Amenities on a proposal are not open amenities. We will tell you what is built before you commit.

The Floodplain Question

The state's July 22, 2026 review letter raises one issue above the rest.
What the state found: three of the proposed independent living buildings, a clubhouse and internal roads sit inside the 100-year floodplain, flood zone AE.
The history: the letter says aerial images going back to 1997 show the site has flooded before.
Looking ahead: the letter says the restaurant and gym sit near the floodplain, and that the buildings could face permanent flooding at 3 feet of sea level rise.
What it means: the plan may change before it reaches the county. Look at the final site plan and the flood zone of any building before you sign a lease.
Ask us and we will send you the state's review letter.

About the Fees

The homes are proposed as rentals, so there is no homeowners association to join and no HOA fee to quote.

We will add the rent details when they exist.
