A 1,387 Home Proposal Outside Milton

Coastal Passage went before the State of Delaware's Preliminary Land Use Service, called PLUS, on September 30, 2026, as application 2026-09-02.
What is proposed: 1,387 homes on about 230 acres in unincorporated Sussex County.
Where: north of Milton Ellendale Highway (Route 16) and west of Mulberry Street, about a mile from downtown Milton.
What PLUS is: a state review of a plan before it goes to the county. It is not an approval.
County status: as of October 1, 2026 a county spokesman said Sussex County had not received an application.
Nothing is for sale. Call us at 302-549-5164 and we will tell you when that changes.

About the Homes

The developer named in the state review is Lennar.
Total: 1,387 homes proposed.
The mix is not settled: the state PLUS agenda describes about 1,099 homes for sale and about 288 rental apartments. A news report in early October gave a different split, with more rentals. We will not publish either as fact until a filed plan settles it.
Plans and prices: none released.
When a filed plan shows the real mix, we will put it here.

About the Amenities

No amenity plan has been published in any record we have read.
Status: not known yet.
What to expect: nothing, until a plan is filed with the county.
We will add the amenities when they are on a filed plan.

By Right, Without a Hearing

This is the part of the story that matters most to anyone who lives near Route 16.
The claim: the developer's attorney has said publicly that the project is allowed by right and would not get a formal public hearing before County Council.
The county's answer: the county said it had not received the application and could not confirm whether it is by right.
Why it matters: under Senate Bill 23, certain residential projects can go forward without a public hearing. If that holds here, there may never be a hearing, an agenda item or a vote to watch.
Our view: it is a proposal under state review. We say so plainly, and we will update this page when the county record changes.
Ask us and we will send you the state agenda.
